蔡英文獲頒民主服務獎章　蘇貞昌赴華府受獎「民主已扎根成生活一部分」

美國國家民主基金會在台灣時間14日舉辦40周年紀念活動，活動中也頒發民主服務獎章給頒發總統蔡英文。蔡英文指派前行政院長蘇貞昌前往美國代表領獎。蘇貞昌出席典禮時，以英文發表演說，他表示「在蔡總統的強韌領導以及政府與許多非政府組織的努力下，台灣展現十足的民主韌性。在全球自由度、民主及人權等各方面的評比分數，名列前茅。而且有許多國家還面臨民主倒退」。

蘇貞昌致詞全文如下：

威爾森會長，各位先生女士及貴賓
President Wilson, Distinguished guests, Ladies and gentlemen,

今天我要代表蔡英文總統向大家致意
I bring greetings from President Tsai Ing-wen. 

她非常榮幸能在今年七月，台灣民主基金會20周年活動中
She was proud to receive the Democracy Service Medal in July from President Wilson

獲得威爾遜會長所頒發的民主服務獎章
 at the 20th anniversary of Taiwan Foundation for Democracy.

蔡總統當時就很謙虛地表示，
As she indicated with modesty,

這個獎章是對台灣人民共同努力與所達成就的肯定
the medal is a recognition of the effort and achievement of the Taiwanese people.

我非常榮幸能以行政院長身份與蔡總統共事四年
I am proud to have worked with her as premier for 4 years. 

當然，這些年我們也共同面臨許多挑戰
We are in no shortage of challenges all these years. 

包括非洲豬瘟、新冠肺炎全球疫情、烏克蘭戰爭，
African Swine fever, Covid-19, war in Ukraine

以及全球經濟成長趨緩的考驗，
and the global economic slowdown, 

但台灣通過每一次的試煉，民主還成長得更加勇健。
But Taiwan has emerged stronger after each round of test.

如同其他國家一樣，台灣所面臨的挑戰從來沒有間斷過。
In particular, the challenges to our democracy have been relentless. 

假訊息、認知作戰、介於灰色地帶的各種活動等等，
Disinformation, cognitive warfare, gray zone activities, 

目的都在於破壞民主的根基。
you name it, are all aimed at undermining the basis of our democracy.

但在蔡總統的強韌領導
But with President Tsai’s strong leadership

以及政府與許多非政府組織的努力下，
and the hard work of the government and NGOs,

台灣展現十足的民主韌性
Taiwan has stayed resilient. 

在全球自由度、民主及人權等
In fact, Taiwan’s scores on freedom, democracy and human rights 

各方面的評比分數，名列前茅。
have risen to the top in Asia, 

而且有許多國家還面臨民主倒退
when many others regress. 

對於像我一樣經歷過戒嚴時期的台灣人民而言，
For those in Taiwan, like myself, who have gone through martial law era, 

我們非常高興看到，民主已經扎根成為我們生活的一部分。
we are very glad to see democracy taking root and becoming a way of life. 

我們也攜手克服各種困難
We have fought against all odds 

在四年前，讓台灣成為亞洲第一個婚姻平權國家
to make Taiwan the first in Asia to legalize same sex marriage 4 years ago. 

就在兩周前，我還和許多同仁參加了台北的同志大遊行
I and many of my colleagues participated in the Taipei Pride Parade two weeks ago 

一起慶祝台灣民主的新頁
to celebrate the new page in our democracy. 

My dear friends, we did all these
我們能夠做到這些事，

都是因為我們信仰共同的價值
because we believe in the shared values. 

而且對這些價值具有堅強且不屈不撓的信念
And because of the strong and unbending belief in the values,

我們也將繼續為這些信念奮戰
we will continue to fight for them, 

因為我們知道，台灣是站在對抗威權主義的民主前線
knowing that we are on democracy’s frontline against authoritarianism. 

向前的道路當然不會是一片玫瑰花園
The road ahead will not be a rose garden, 

不過我們知道，我們擁有像NED這樣的好友
but we know we have good friends like NED with us. 

台灣將與所有民主友人一起，
We will work with all democratic friends 

致力於確保民主陣營的勝利
to ensure that democracy prevails. 

因為團結在一起，就會更強大。
We know we will be stronger together.
